Mr. Cruz has been the part-time Sr. Project Manager for the Health Emergency Response Office (HERO) since 2013. He acts as the primary liaison between information technology and HERO management to develop the system requirements and project life cycles for all web-based applications, as well as ensuring that the web site is current and functional and providing project management support for ad hoc processes as needed. Mr. Cruz's primary appointment is as Director of Operations in the Center for Infectious Disease Research and Policy (CIDRAP).

Mr. Cruz graduated from George Mason University with a BA in economics / BS in business administration, and has a graduate level certificate in Public Health from the University of Minnesota. He has dedicated his skills and time to furthering the development and well-being of diverse people and communities, first working with the American Red Cross, then with the Clinton Foundation HIV/AIDS Initiative, and most recently with the Cooperative Agreement between the US Centers for Disease Control and Prevention and the Universidad del Valle de Guatemala.
